Lu Xiaozhen, female, Han ethnicity, was born in January 1971 and is from Lanxi, Zhejiang Province. She holds a master's degree in public administration.

She began her first job in August 1995 and became a member of the Communist Party of China (CPC) in December 1993. She has held several significant positions, including Deputy Director of the Policy Research Office (Economic Affairs Leadership Group Office) of the CPC Jinhua Municipal Committee; Member of the Office Conference of the CPC Jinhua Municipal Committee; Deputy Director of the Supervision and Assessment Office of the CPC Jinhua Municipal Committee and Jinhua Municipal Government; Deputy Director of Office of the CPC Jinhua Municipal Committee; Secretary of the Leading Party Members' Group and Director of the Jinhua Environmental Protection Bureau (Ecology and Environment Bureau); Secretary of the Leading Party Members' Group, Director, and Director Level Officer (Grade I) of the Jinhua Finance Bureau.
