Lou Weimin, male, Han ethnicity, was born in January 1967 and is from Pan'an, Zhejiang Province. He holds a postgraduate degree from the Party School of Communist Party of China (CPC) Zhejiang Provincial Committee. He has been honored as an individual with outstanding achievements in the reform and innovation work of the CPC Zhejiang Provincial Committee and the People's Government of Zhejiang Province.

He began his first job in August 1989 and became a member of the CPC in December 1987. He has held various positions in his career, including Member of the Leading Party Group and Director of the Office of the Jinhua Municipal Federation of Trade Unions; Member of the Secretariat of the CPC Jinhua Municipal Committee's Bureau of Veteran Cadres and Deputy Director of the Jinhua Municipal Committee on Care for the Next Generation; Member of the Secretariat of the Organization Department of the Jinhua Municipal Party Committee and Deputy Secretary of the Committee for New Economic and Social Organizations; Member of the Standing Committee and Head of the Organization Department of the CPC Jindong District Committee; Secretary of the CPC Committee and Director of Jinhua Radio and Television General Station; Secretary of the Party Leadership Group and Director of the Jinhua Municipal Education Bureau; and Deputy Secretary of the Education Working Committee of the CPC Jinhua Municipal Committee.
