Lao Xiaoxiao, male, Han ethnicity,was born in December 1974 and is from Cixi, Zhejiang Province. He graduated from Renmin University of China with a degree in philosophy and later earned an in-service Master of Arts degree from Zhejiang University.

He began his professional career in August 1996 and became a member of the Communist Party of China (CPC) in January 1999. He has successively served as a Deputy Director-Level Official of the Publicity Department and United Front Work Department of the Zhejiang Provincial Committee of the Communist Youth League; Deputy Director of the Young Work Department, Rights and Interests Department and Publicity Department; Director of the Youth Department and United Front Work Department (during which he concurrently held the posts of Deputy Director of the Young Pioneers Working Committee of Zhejiang Province; Vice President and Secretary-General of the Zhejiang Provincial Youth Pioneers Work Society; Member of the Standing Committee of the CPC Xiacheng District Committee and Deputy District Mayor on secondment); Deputy Director (retained at division chief level) at the Social Development Division of the Zhejiang Provincial Development and Reform Commission; Secretary of the CPC Committee and Director of the Service Center (concurrently serving as Secretary-General of the Zhejiang Football Association); Director of the Social Development and Population Employment Department; Director of the Emergency Supplies Department; Director of the Materials Department; Director of the Price Department; and Director Level Officer (Grade I).

He has won the first prize of the Communist Youth League Research Award and the second prize of the National Development and Reform System Research Project. He presided over the drafting of a number of special reports on Zhejiang's development and reform, which were approved by leaders of the CPC Zhejiang Provincial Committee and the People's Government of Zhejiang Province such as Secretary Yuan Jiajun (at that time) and Secretary Yi Lianhong.
